بيان اتحاد الإعلاميين اليمنيين بمناسبة اليوم العالمي لحرية الصحافة 3 مايو 2019م
تستمر الحرب العدوانية على اليمن ويتفاقم الحصار وتتصاعد الجرائم والانتهاكات التي يرتكبها التحالف السعودي بحق الإعلاميين اليمنيين وقطاع الإعلام، وقد اطمأن إلى أن جرائمه مهما بلغت بشاعتها لن تحرك أجهزة المحاسبة والمساءلة الدولية كما هو معتاد في جرائم الحرب المماثلة.
وبحلول اليوم العالمي لحرية الصحافة الذي يأتي بعد أربعة أعوام على إعلان ما يسمى بعاصفة الحزم يكون التحالف قد ارتكب وأدواته من المرتزقة والمأجورين عشرات الجرائم بحق الصحفيين والإعلاميين في اليمن، حيث قتل نحو 243 إعلاميا، وأصيب 22 إعلامي بجراح، واستهدف التحالف بغاراته الجوية 30 مركز إرسال وبث إذاعي وتلفزيوني، وتعرضت نحو 21 منشأة ومؤسسة إعلامية للتدمير الكلي والجزئي.
ولم تتوقف انتهاكات التحالف عند هذا الحد، ففي إطار التعتيم على ما ارتكبته يداه من جرائم بحق المدنيين والأبرياء في اليمن، وما صنعه التدخل العسكري من كارثة إنسانية هي الأكبر في العالم حسب تقارير الأمم المتحدة والمنظمات الإنسانية العاملة في اليمن، عمد التحالف إلى الحجب والتشويش على وسائل الإعلام اليمنية، وحال دون زيارة الصحافة الدولية إلى اليمن.
وبالأرقام فقد رصد اتحاد الإعلاميين اليمنيين 6 حالات استنساخ لقنوات فضائية ومواقع إليكترونية، و 8 حالات إيقاف بث على القمرين الاصطناعيين عرب سات ونايلسات، بالإضافة إلى 7 حالات حجب وتشويش على هذه القنوات. وحسب المعلومات الصادرة عن وزارة الإعلام فقد منع التحالف طيلة الفترة الماضية 143 صحفي دولي مبتعثين من عدة وسائل إعلامية من دخول اليمن، كما أدى حظر السفر وإغلاق مطار صنعاء الدولي من قبل التحالف إلى الحيلولة دون سفر عشرات الصحفيين من وإلى اليمن، وذلك في إطار الحد من تأثير الرسالة الإعلامية الوطنية والإنسانية على الرأي العام الدولي. وأقدمت أدوات التحالف والأيادي المتواطئة معه على إيقاف عشرات الحسابات في مواقع التواصل الاجتماعي فيس بوك، تويتر، يوتيوب، وغيرها، بزعم عدم التزام أصحاب هذه الحسابات بالمعايير المهنية.
وإضافة إلى ذلك يعيش الآلاف من الصحفيين والإعلاميين اليمنيين وضعا اقتصاديا متأزما، فقد أدت الحرب الاقتصادية الممنهجة إلى توقف صرف مرتبات موظفي الجهاز الحكومي منذ ثلاثة أعوام، كما أدت تبعات الأزمة إلى إغلاق العشرات من الصحف والمؤسسات الإعلامية وتسريح المئات من العاملين فيها، ونزوح الغالبية منهم، ولجوء عدد كبير إلى الخارج.
إن هذه الجرائم والانتهاكات المرصودة والموثقة تؤكد أن التحالف السعودي لا يأبه لقواعد الحرب المتعارف عليها ولا يأخذ في عين الاعتبار القانون الدولي الإنساني والاتفاقية الدولية الخاصة بسلامة الصحفيين والإعلاميين واستقلاليتهم، التي تجرم استهداف الصحفيين ووسائل الإعلام، وتتعامل معها كأعيان مدنية لها حرمتها في الحرب والسلم.
وما يؤسف له أن هذه الجرائم المتوالية لم يقابلها ردع دولي في مستوى حجمها وبشاعتها، فلا تزال كثير من مواقف الأمم المتحدة والمنظمات المعنية بحقوق الإنسان وحرية الرأي والتعبير دون المستوى المطلوب.
إن اتحاد الإعلاميين اليمنيين وهو يجدد إدانته واستنكاره لهذه الانتهاكات، فإنه يدعو زملاء المهنة وهم يحتفلون بهذا اليوم للعمل سويا باتجاه إعمال آليات المساءلة تجاه مرتكبي هذه الجرائم ومن يتستر عليها. وحتى لا تمر هذه الانتهاكات دون عقاب يؤكد الاتحاد على ما يلي:
1. تشكيل لجنة تحقيق دولية مستقلة للنظر في الجرائم التي يرتكبها التحالف بحق الإعلام اليمني، وإحالة المتسببين فيها إلى محكمة الجنايات الدولية.
2. إدراج كافة مواقع المنشآت والمؤسسات الإعلامية الحكومية والخاصة ضمن الأعيان الخاضعة لحماية الأمم المتحدة مثلها كمثل المنشآت والمنظمات الدولية في اليمن.
3. التدخل لدى التحالف السعودي لرفع الحظر الجوي عن مطار صنعاء، والسماح بالسفر للصحفيين اليمنيين والدوليين، وتأمين الحماية اللازمة لهم.
4- العمل على توجيه المساعدات الإنسانية الأممية بما يساعد على صرف مرتبات موظفي الجهاز الحكومي بمن فيهم المنتسبون لقطاع الإعلام الرسمي. وحث مختلف الأطراف اليمنية على التعاطي الإنساني مع ملف المرتبات دون مماطلة أو تسييس.
5- حث حكومة الإنقاذ بصنعاء على الإفراج عن الصحفيين ومعتقلي الرأي الذين لم يثبت بحقهم ارتكاب جرائم جنائية.

Statement On The World Press Freedom Day Occasion, May 3, 2019
The Saudi-led coalition aggression war continues against Yemen, the blockade, crimes and abuses committed by the coalition against Yemeni media and media outlets are escalating. As long as it has been reassured that its crimes, no matter how terrible they may be, will not move the international accounting and accountability bodies as usual for similar war crimes.
On occasion of World Press Freedom Day, which comes four years after the so-called decisive Storm was declared, the Saudi-led coalition has committed dozens of crimes against journalists and media professionals in Yemen, in which 239 journalists and media workers have been killed, and 21 others have been injured.
The coalition has launched air strikes on 30 radio and television broadcasting stations, and about 21 facilities and information institutions were totally and partially destroyed.
The coalition’s violations have not stopped there. However, it blocked and jamming the Yemeni media, and prevented the international press from visiting Yemen, which came in the framework of disinformation and blackout its horrific crimes committed against civilians and innocent people in Yemen.
In Fact, the military intervention has caused the world’s largest humanitarian catastrophe, according to reports by the United Nations and humanitarian organizations operating in Yemen.
In figures, the Yemeni Media Union has monitored 6 cases of cloning of satellite channels and websites. A total of eight stop broadcasts on NILESAT satellites, as well as 7 other cases of blocking and jamming of these channels.
According to information from the Ministry of Information, the Coalition has over the past period banned 143 international journalists, who have been deployed d by several media outlets to enter Yemen.
The travel ban and the closure of the Sana’a International Airport by the Saudi-led coalition have prevented dozens of journalists from travelling to and from Yemen, as part of reducing the impact of the national and humanitarian media message on international public opinion.
The coalition’s tools were able to stop scores of accounts on social networking sites Face book, Twitter, YouTube, and others, claiming that these account holders were not complying with professional standards.
In addition, thousands of Yemeni journalists and media workers live in a tense economic situation, and the systematic economic war has halted the disbursement of salaries of government employees for three years, and the aftermath of the crisis has led to the closure of dozens of newspapers and media institutions and the release of hundreds of Workers, the majority of them displaced, and many of them go abroad.
These documented crimes and violations confirm that the Saudi-led coalition does not care about the customary rules of war and does not take into account international humanitarian law and the International Convention on the Safety and independence of journalists and media professionals, which criminalizes targeting of journalists and the means Of information, and treats it as civilian objects that are inviolable in war and peace.
Regrettably, these consecutive crimes have not been deterred by international deterrence in terms of their size and ugliness. Many of the United Nations’ stances concerned with human rights and freedom of opinion and expression still inferior of the required level.
The Yemeni media union, while reiterating its condemnation of these violations, calls on the professional fellows to celebrate the day to work together towards the accountability of the perpetrators of these crimes.
In order to prevent such violations from going unpunished, the Union demands the following:
1. Establish an independent international commission of inquiry to consider the crimes committed by the Coalition against the Yemeni media and refer the perpetrators to the International Criminal Court.
2. The inclusion of all governmental and private media sites within the United Nations protected areas.
3. Intervention with the International Alliance to lift the air embargo on Sana’a airport, and allow traveling to Yemeni and international journalists, and provide them protection.
4. To direct the UN humanitarian assistance in order to help payment of salaries of the employees of the government apparatus, including those affiliated with the official media sector, urging the various Yemeni parties not to politicize the humanitarian file of salaries, deal with it and prevent procrastination.
5. To urge the National salvation Government in Sana’a to release journalists and prisoners of conscience who have been found not guilty of criminal offences.
